Google Analytics was causing the delays. Solved by disabling this. More in-depth investigation will follow later.

We will perform some routine maintenance on the CLARIN Identity provider on Thursday, 22nd of June between 11:00 and 12:00 CEST. During this time there will be a short downtime of the service for a couple of minutes.
